Modern intelligence networks seem to have been developing since, well, the Modern Era. By the time we get to the post war (II) consensus, relationships and tactics were well-established.
It doesn't seem these networks are particularly ideological, to me. It's a tradition of institutions from which sociopaths work for the current regime.
No ATF agents were in the building either. There was a reporter on the scene who asked about it, and an AFT agent there claimed they had been tipped off the morning of.
